Now, I should clarify that I have heard liberals deny such a thing. It was too broad to say I've never heard anyone. Yes, I have. They maintain the black family was generally a hot mess, and that because of systemic racism, Jim Crow, and similar. On the other hand, I have heard some liberals respond, accepting the premise that the black family was not worse off than others, stating that any collapse out of proportion of other demographics is due to a concerted effort by conservatives to beat the black population down, again to cozy up to the southern, racist vote. That ratio stood at about 0.175 for blacks in 1960 and at about 2.125 in 1990. It stood at just north of 0.03 for the general population in 1960 at at 0.4 in 1990. The attrition rate for marriages - the ratio of divorces to extant marriages - saw no net change between 1947 and 1967, then trebled in 12 years. (I don't have a racial breakdown for that). <br /><br /><br />I've never heard liberals blame the 'Southern Strategy' for social problems in the black population, in their static or dynamic aspect. The Southern Strategy discourse is a rhetorical thrust in a political argument in regard to the composition of party electorates. It's utter humbug, of course, but most of what liberals think about the society they live in is. <br /><br /><br />People as disparate as Michael Harrington and Thos Sowell have attempted to attribute social breakdown to economic factors. That just doesn't fly. <br /><br /><br />As far as family relations go, I don't think there are policy adjustments which are going to have much effect. Street crime, school disorder, gross inefficiency in the educational sector, and perverse incentives in how common provision is structured are things you can do about. One thing I've heard that seems to get both sides to agree - though for different reasons - is that the black family was generally stronger in the pre-Civil Rights days, and has gotten disproportionally worse. Conservatives blame the Democrats, who the black community has typically aligned with since the 1960s almost exclusively. While liberals blame the 'Southern Strategy', in which conservatives decided to embrace racism and work against blacks in order to court the Southern racist vote. But I've not heard it said that the black family was worse, especially where things such as illegitimacy and fatherlessness are concerned, and has not gotten worse than anyone else in the last decades.
